That quote regards ogling women, not masturbatingg. As far as masturbating goes it is the act, not the intent that is the sin. I forget the quote but it’s in Genesis… “It is better for your seed to land in a ***** than on the ground” is how it went. I don’t memorize Bible verses I just memorize their lesson…

It alll depends on whether you plan to define sins through a close reading of the bible, or define sin by looking into youself, and praying to whomever.
The problem with basing your definition of sin on the bible is that you can find arguments that will damn pretty much everyone for pretty much anyone.
Most of those peope who will tell you that ************ is a sin believe this because it is (usually) done only for pleasure. (Doing it in order to donate ***** is, arguably, not ONLY for pleasure, and might even not be for pleasure at all.)
Anything that is purely for pleasure is, at least to Abrahamic religions, risky - it is the beginning of a slippery slope. Can you honestly say that you can ********** WITHOUT ANY PLEASURE?
